An analysis of the agri-clinic and agribusiness centres scheme in a leading agricultural state, Haryana

Abstract:

The Agri Clinic and Agri Business Centres scheme was a pivotal initiative by the Government of India in collaboration with NABARD for setting up agriventures by the agricultural graduates. The scheme's objectives are all-around development of empowering farmers, rural entrepreneurship, enhancing agriculture extension services, and strengthening technology transfer to ameliorate the profitability and productivity of agriculture. The study analyses the status of the AC & ABC scheme in Haryana based on year-wise, activity-wise, and institute-wise performance. Secondary data were used in the study, which were collected from annual reports, official websites such as MANAGE, NABARD, AC&ABC, various research articles, journals, etc. The compound annual growth rate was used to determine the average growth rate of trained candidates and agriventures. The result found that Haryana has the 16th rank in terms of trained candidates and 15th in terms of agriventures establishment. The maximum number of agrigraduates trained in 2011-12 and the maximum agriventures established in 2012-13. Agri clinic and agri business, dairy/poultry/piggery/goatry, agri clinics were the top three activities in which Agriventures successfully set up. Indian Society of Professionals, Karnal Institute's performance was efficient in terms of trained agrigraduates, and most of the agriventures were set up by the applicants who had completed their training from this institute. Haryana has not performed well under this scheme compared to the southwest states. The CAGR was positive only from 2007 to 2012 regarding trained candidates and agriventures. It is low and negative throughout the years. The main reason for low performance is limited awareness and outreach of the AC&ABC scheme among the agrigraduates. The government should focus more on Haryana and the northeast states for efficient and effective implementation of the AC & ABC scheme.
