It encompasses principles such as accountability, transparency, responsiveness, inclusiveness, rule of law, and ethical leadership. Beyond government institutions, good governance extends to civil society, private organizations, and international bodies. Its practice involves participatory decision-making, effective policy implementation, and prudent resource management to meet public needs efficiently. In the Indian context, challenges such as corruption, criminalization of politics, and ill-gotten money impede governance effectiveness. This paper examines the conceptual foundations, principles, characteristics, and practical challenges of good governance, emphasizing the role of human resource management, citizen engagement, and institutional reforms. Understanding these dimensions is crucial for strengthening democratic institutions and fostering inclusive development.
